It all depends on your definition of 'to base'. A Seat 600 was based on a Fiat. So a Serra couchbuilt Seat 600 roadsters is always based on a Fiat. But that's not what you meant probably.
I don't think Serra did much outside of Spain. But I'm no Spanish Automotive Industry authority.

As only 16 were built and it was in a time before globalization really took off in Spain (it still was ruled by Franco) I'm sure it's 'just' Seats that were used. But those were actually license built Fiats of course.
